ZTE uses it on a number of the DSL and fibre gateways it supplies to carriers, particularly outside Europe and North America. US Robotics used it across its later router range, and it survives on a small amount of legacy SMB equipment.
Because most hardware on this address is carrier-supplied, the firmware is usually customised and the published ZTE defaults frequently do not apply. The provider often sets its own credentials at provisioning time, and support may not hand them out.

192.168.16.1 not opening?
If no published credential works and the label offers nothing, the operator holds them. Calling the provider is usually faster than resetting, because a reset on a carrier-provisioned unit can also clear the line configuration.
