Belkin picked this address decades ago and kept it, which is why it survives on so much of its hardware. Bell Canada uses it across the Home Hub range, Edimax uses it on most of its routers and extenders, and SMC used it on the gateways it supplied to several cable operators.
The address also appears when a second router is chained behind a first one. Some manufacturers shift a downstream unit to the 192.168.2.x range automatically to avoid a subnet collision, so if you find yourself here unexpectedly, check whether the device is behind another router rather than connected directly to the line.

192.168.2.1 not opening?
If the address does not answer, the unit may have been reset to a manufacturer default on a different range, or placed in access-point mode where it takes an address from the upstream router instead.
