Xiaomi chose a range nobody else was using and has kept it across the entire Mi and Redmi router line. If your router answers here, it is almost certainly a Xiaomi product, and if you own a Xiaomi router this is almost certainly its address.
Xiaomi ships no default password at all. The router generates one during first-run setup and, on much of the range, the interface defaults to Chinese unless the firmware is a global build. There is a language toggle, but on some regional firmware it is buried and the panel is genuinely easier to navigate through the Mi Home app than through a browser.

192.168.31.1 not opening?
If you never completed setup, the router broadcasts an open network for configuration and the panel is reachable there. If setup was completed and the password is lost, a factory reset is the only route in.
